Nov 22 - Britain's FTSE 100 .FTSE index is seen opening higher on Tuesday with futures FFIc1 up 0.42%.

* NORTH SEA OIL & GAS PRODUCERS: British North Sea oil and gas producers will spend around $23.71 billion on dismantling over 2,000 unused wells and facilities in the ageing basin over the next decade, Offshore Energies UK said.

* SHELL: Shell SHEL.L said it will evaluate plans to spend up to 25 billion pounds in Britain over the next decade following the government's decision to increase a windfall tax on oil and gas producers.

* NATWEST: The Supreme Court declined to hear former Royal Bank of Scotland managing director Victor Hong's bid to collect a U.S. government whistleblower award of at least $490 million for reporting alleged misconduct related to the institution's sales of mortgage-backed securities.

* GOLD: Gold rose, recouping some of the last session's declines, as the dollar eased.

* OIL: Oil prices rose slightly in early Asian trade, a day after Saudi Arabia denied a media report that it was discussing an increase in oil supply with OPEC and its allies.

* METALS: London copper prices rose after hitting a two-week low in the previous session, as the dollar eased.

* The export-heavy FTSE 100 slipped as commodity stocks fell on concerns about COVID-19 curbs in top metals consumer China, although losses were limited as a weaker pound lifted shares of internationally-focused consumer firms.
